In Spanish, this procedure is called empadronamiento, and the document itself is commonly shortened to padrón. Without it, you cannot complete most local bureaucratic procedures: enroll a child in school, get a SIP card and access to public healthcare, apply for or renew a residence permit, open some banking services.

What is padrón
Empadronamiento, or Padrón Municipal de Habitantes, is registration at your place of residence in the municipal register. Through it, local authorities keep track of the population actually living in their area.
It is important to understand one key feature: padrón does not grant any rights to housing. Registration at an address does not make you a co-owner of real estate and does not create any property claims. This is purely an administrative record that confirms that you live in that municipality.
The document you receive after the procedure is called certificado de empadronamiento — a proof of registration. This is the document that is requested when applying for other documents.
Why you need registration
Padrón provides access to a range of rights and services:
Access to public healthcare: without registration, you cannot get a SIP card and be attached to a centro de salud.
School enrollment for children: the municipality allocates places in public schools, including based on the registration address.
Applying for and renewing a residence permit: immigration authorities require a proof of registration as confirmation of actual residence.
Registration for long-term residence: when applying for larga duración status, you will need a so-called padrón histórico, a document showing where and for how long you were registered in Spain.
Other procedures: applying for local benefits, vehicle registration, and participation in municipal programs.
Requirements for registration
To register, you must have a specific home in that municipality. At the same time, the property does not have to be in your ownership: it can also be rented housing.
Accordingly, the basis for registration comes in three types:
Your own housing. If you purchased property in Marbella, the basis is the deed of ownership, in Spanish escritura, or nota simple from the property registry.
Rented housing. The basis is the rental agreement, in Spanish contrato de alquiler.
Someone else’s housing without a contract. If you live with friends or relatives, the property owner must either submit an application themselves or sign a notarized consent for your registration. Without the owner’s consent, you cannot register at someone else’s address.
Documents for empadronamiento
The exact list may differ slightly from one municipality to another, but the basic set looks like this:
A completed application for registration. The form is provided by the town hall or downloaded from its website.
An identity document: a passport for international travel, and also NIE or TIE if available.
A document for the housing: escritura (for owners) or a rental agreement (for tenants), or the owner’s notarized consent.
For children: a birth certificate with an official translation into Spanish, or a family record book. Minors who already have a passport must present it.
Documents for citizens of countries outside the EU usually must be translated into Spanish by a sworn translator.
How to go through the procedure
In most municipalities in Spain, including Marbella, registration can be arranged in several ways.
In person at the town hall. You go to the local town hall, in Spanish ayuntamiento, with a complete set of documents. In most cities, this requires an appointment, in Spanish cita previa, which you can book on the official website of the town hall.
Online. Many municipalities allow you to submit an application and documents through the official town hall portal if you have a digital certificate.
By phone. In some cities, appointments and consultations are available by phone.
If you are registering at an address for the first time, choose the option alta de padrón, meaning registration for the register. If you are already registered and you only need a certificate, request certificado de empadronamiento.
In most cases, the proof of registration is issued on the day of your request or within a few working days.
Important details
Validity period of the certificate. Certificado de empadronamiento is usually valid for 3 months. For administrative procedures, request a recent certificate.
Updating your registration. Citizens of countries outside the EU usually need to update their registration every 2 years until they obtain long-term resident status, larga duración. The town hall sends a notification to your address. If you do not appear on time, you may be removed from the register, which will break the continuity of historical registration, important for immigration purposes.
Change of address. When you move, you need to arrange new registration at the new address.
Historical registration. If you lived in different cities in Spain, padrón histórico may be required to be collected from several municipalities, because not all provinces are connected by a single database. This should be considered in advance, especially before applying for a long-term residence permit.
